reference to your
ne 1015 of the
20th instant I have to say
that the verbal.
undertaking of a licensed Boarding House
Master has always
always been
recognized
as a
-sufficient guarantee against a seaman's becoming a charge on the Colony. I referred
you
to a letter of yours recognizing such a guarantee, and as the Harbour Master's
permit to discharge is predicated

guarantee having been
given
on such
the permit
is generally dispensed with after securing
the guaranty. I merely refer to this as ___ showing the good faith in which I acted
